These documents confirm that the Nuclear testing program was an experiment and the servicemen were 'Guinea Pigs' and the UK government has been lying for over 60 years to the families.

Was there a difference of opinion between the military personnel and the AWRE personnel?
The first document in this series is a confidential letter from Mr C.A. Adams to Professor E.W. Titterton of the Nuclear Physics Department, National University, Canberra.
"I return herewith the draft of your report on 'Radioactive fall-out in Australia from Operation Mosaic'. It seems to me to give a very clear and comprehensive presentation of all the conditions and results relevant to the radio-logical safety aspect of Mosaic"
"I confirm that from the AWRE's point of view their is no security object to publication. The only opposing consideration which I can see is the one we discussed in Melbourne. Publication of the measured activity figures creates a precedent which will probably lead to a request for similar publication on subsequent occasions. We are of course confident that any such figures will never imply and unacceptable radiation level. They may however show higher levels than those quoted in this paper. It is a political question whether such a situation might cause alarm which, although unfounded, could be exploited and tend to nullify the advantage of open publication"
In 1957, the people involved in the tests were already considering the political aspects of the tests and whether or not to publish a report which may cause alarm.

The second document is a TOP SECRET report which discusses the security aspects of the tests. The document is part of a report detailing the operations in Australia.
"Finally there arises a major problem on Security aspects inherent in mounting a fairly large expedition in peace time without disclosing its purpose or destination. Two facets of this problem may be cited as examples:
(a) the need for a cover plan for fitting out ships concerned.
(b) The provision of adequate insurance cover for the participating personnel, especially against Radioactive hazards, without undue disclosure to Insurance companies"
Did the UK government take out an insurance policy? If so, who insured the testing program? Did the government lie to insurance companies? A cover plan for the ships being fitted out?
Conclusion
Why was there concern about producing reports? Why was there a need to insure against Radioactive hazards? If Senior officials were prepared to lie to insurance companies, who else were they prepared to lie to?
If there was not full disclosure to the insurance companies are the policies active? If they were active at the time, why are the not used to compensate the personnel?
