These documents confirm that the Nuclear testing program was an experiment and the servicemen were 'Guinea Pigs' and the UK government has been lying for over 60 years to the families.
Our fourth set of documents discusses the transfer of information between the USA, Canada and the UK
Was information passed between these organisations accurate and what was the objective?
The first document in this series is a SECRET document under special circulation dated 24th July 1953, titled:
"EXCHANGE OF ATOMIC INFORMATION BETWEEN THE UNITED KINGDOM, CANADA AND THE UNITED STATES"
"Copy of a letter dated 20th July, 1953 from the Ministry of Supply to the Ministry of Defence"
The document discusses the transfer of information between the countries and to discuss Civil Defence aspects of atomic weapons. The information would include the following:
"This would include information on the effects of blast on shelters, on radioactive contamination due to fall out from clouds and its hazard to civilian population and to agriculture"
How is a hazard to civilian population researched? The only way is to put people into a situation where the effects of the explosion and fallout can be recorded.
The second document is a telegram dated 31 July 1956 to Wheeler from Lloyd. The telegram is in reference to a brief given to Wolfe by Penney. And requests a meeting with Dale, Wolfe and Martin (and any other safety committee member).
It clearly states that they do not want to release any statement on genetic effects:
"WE DO NOT WANT YOU TO RELEASE ANY STATEMENT ON GENETIC EFFECTS OR ON RADIO-ACTIVITY OR STRONTIUM PENDING THE ARRIVAL OF PENNEY. IF YOU HAVE TO, A SAFER INTERPRETATION OF THE M R C REPORT IN THE LAST SENTENCE OF PARAGRAPH 4 WOULD BE 'HAS NOT SHOWN AN INCREASE' RATHER THAN 'SHOWS AN INCREASE"
In 1956, the reports were censored and the wording changed, there was an increase in Strontium, but the report was changed.
Conclusion
It is very clear that the UK, USA and Canada were transferring information relating to the Nuclear testing program and needed to have information on the effects of blasts on people. America have already agreed that this was the case and have compensated Veterans with the RECA program. If the UK has the same information, why has it not admitted it's role?
William Penney had complete control over the reports which were published. It is very clear from this telegram that the report was changed to no increase, when there was an increase. More cover ups and lies.
